Cognitive cartography treats governance not as decision-making but as attunement to emergent direction. The cartographer doesn’t tell the herd where to go. They map where the herd is already moving, clearing underbrush so the collective can feel its own gait.

- Second-order observation — Maps steering patterns, not belief-content
- Provisional distinction — The cut that knows itself as cut (σ applied to itself)
- Relational field — The herd as resonance pattern, not aggregate individuals
- Direction without destination — Vector without terminus
- Recursive visibility — The map includes the hand drawing it
